ALIGN COVID UPDATE MAY 5, 2020

Q And As’ Regarding The Orders For Personal Protective Equipment:

Q: Are orders automatically renewed or do we have to reapply again?
A: If your two-week order is entirely filled, then you will have to apply again once it starts running low. If the two-week order is not filled, then POC logistics will continue to track that until it is filled. SO THAT MEANS AGENCIES SHOULD BEGIN APPLYING NOW .

Q: What is the process for checking on the status of orders?
A: All requests for PPE are now going into the CRM system and the inventory is controlled by the Provincial Operations Centre (POC). POC is making every effort to disperse the stock from their warehouse and they are working diligently to satisfy all requests. If you have questions or queries about what has been delivered or is on the list for delivery, please send an e-mail to GOAPOC.Logistics@gov.ab.ca and MA.PPESupport@gov.ab.ca   for clarity. This email address can be shared with external stakeholders .

Q: The question about overage issues ( SO THE ORDER NOT MATCHING WHAT WAS DELIVERED ) has not been answered yet – all areas have been advised to follow the following procedures until POC have developed a process. What is the process when a service provider receives PPE they have not ordered?
A: Some areas have reported receiving PPE which they had not requested and do not need. There is no current process in place for dealing with overages. The ExecutiveDirector of AEMA did reassure us that payment would not be required for items which had not been requested.Until POC is aware of the extent of the problem EMBCS (EMT) recommends the following actions:

  • Separate and do not use the overages.
  • Keep a copy of the original paper showing what you requested.
  • Keep a copy of the paperwork you received with your order highlighting any
  • deficiencies.

If you have been made aware of any overages please email us at: CS.EmergencyServices@gov.ab.ca . We will report the issues to the POC. If there are isolated cases, they will be dealt with on an individual basis. However, if the problem is wide spread a process will likely be put in place.

Alberta Relaunch Bulletin On COVID-19 Support For The Non-Profit/Voluntary Sector

A Reference Guide On COVID-19 For People With Disabilities
The Alberta Government is providing support to the disability community to help navigate this crisis. “Government is working with disability service provider partners to provide personal protective equipment, help maintain staffing, and develop policies to allow for easier access to supports and help ensure the well-being of individuals and families. A reference guide on COVID-19 for people with disabilities has also been developed to provide information on how to stay safe and limit the spread of the virus.

“My Hero is You”  book was a project developed by the Inter-Agency Standing Committee Reference Group on Mental Health and Psychosocial Support in Emergency Settings. Over 1,700 children, parents, caregivers and teachers from around the world took the time to share how they were coping with the COVID-19 pandemic. This is a story developed for and by children around the world.

CSS Legal Advice
Information CSS received from their legal people. For those of you who may be wondering about redeployment of staff and any legal issues we have an agency response that is outlined below that should work for all agencies. There is no HR barrier provided the agency that is providing the staff continues to pay for the salary and benefits of the staff. The receiving agency would need to provide payment to compensate the agency providing the staff, this would easily be covered by a simple contract. It is our understanding that the agency must continue to pay for the salary and benefits as the staff is essentially continuing the employment of the staff, only in a different physical location. From an insurance point of view, there also is no barrier. Sandy Morrison, our VP of Finance and Contract with our agency insurance carrier was able to confirm that, providing the training and screening requirements of the receiving agency are aligned then there will be no issue. In regard to WCB, our Director of Health and Safety Diane Hildebrand was able to confirm that there are again no barriers to having staff work in another agency. What would happen is that if there was an injury, the agency that is providing the staff would file the claim and cover the costs. The costs would then be recovered through an application for cost relief. At this point there is no barrier that would be too large to agencies providing HR support to each other in this time of crisis. Again, I hope that my worries and concerns are all for not, but in the case that we find ourselves in shortage of staff collectively, I know that we would be able to help each other out and ultimately work together to ensure vulnerable children and families throughout Alberta would continue to be served. Please remember to keep track of all additional expenses associated with the COVID-19 pandemic and reimbursements will be addressed at a later date. Rhonda Barraclough ALIGN E.D. rhondab@alignab.ca
